Ross Delston

Ross is an independent Washington, D.C.-based attorney, expert witness, Certified Anti-Money Laundering Specialist (CAMS) and former U.S. banking regulator (FDIC). He has specialized in Anti-Money Laundering (AML) issues for over 19 years. Ross has been a consultant to the International Monetary Fund (IMF) since 1997 and has participated in the AML/CFT assessments of nine offshore financial centers, including Jersey, Guernsey, Isle of Man, Bermuda and St. Vincent. He has also been a consultant to the World Bank on bank regulatory and insolvency issues since 1998. In addition, Ross has been named as an expert witness in 12 civil cases involving AML. One such case, U.S. v. Prevezon, a civil forfeiture action brought by the Manhattan U.S. Attorney’s Office, arose from the massive fraud scheme that resulted in the murder of Sergei Magnitsky by Russian authorities.
